Public Participation

Public Participation during regularly scheduled Board of Education meetings takes place shortly after each meeting begins at 6:30 p.m. Members of the public may address the Board of Education on agenda and non-agenda items during this portion of the meeting, with agenda speakers first in order of agenda topic.

People who wish to speak are encouraged to sign up by calling the board secretary at 303-447-5114 or signing up in person between 6:00 and 6:30 p.m. on the evening of the board meeting, so that speakers can be organized by topic. However, any member of the public who comes to the meeting before the end of public participation may sign up to speak.

Public participation ends promptly at 7:30 p.m. Any speakers remaining are given the choice of speaking at the end of the meeting or being first at the next meeting.

General rules of public participation:

  1. Each speaker has two minutes to make their statement unless another speaker has donated that person time in which case the speaker then has a total of four minutes. There are lights on the podium -- when the yellow light comes on, the speaker has 30 seconds until the red light comes on ending his or her time.
  2. Speakers are asked to state their positions in a respectful manner that models positive civic behavior for any students present or watching on television. Complaints involving the reputation of any person connected with the district will not be heard by the board while sitting in public session.
  3. Public Participation runs until 7:30 p.m. If there are speakers who have not spoken by then, the board will reopen Public Participation at the end of the agenda to hear from anyone who has not yet spoken.

See BVSD Policy KD for further details about public participation at board meetings.
